What Article 371(j) is, in plain words
Karnataka does not treat every district the same way in admissions. The Constitution gives special status to one region of the state — the area that was long called Hyderabad-Karnataka and was renamed Kalyana Karnataka in 2019. Article 371(j) is the provision behind it. For students, it means one simple thing: if you are a “local person” of this region, some seats are kept aside for you in KEA counselling. The districts of the region are Bidar, Kalaburagi, Yadgir, Raichur, Koppal and Ballari. Vijayanagara, which was carved out of Ballari in 2021, also sits inside this belt. Go by the exact district list printed in KEA’s notification for the year, because that is the list the seat matrix follows.
The two seat pools it creates
A 371(j) claim does not give you one extra advantage. It gives you two separate pools of seats, and they work differently.

One more thing people mix up: 371(j) is a seat type, not a category. Your caste category — GM, 2A, 3B and the rest — still applies inside the 371(j) pool, the same way it does in the general pool. Who counts as a local person
The claim rests on your link to the region, and there are two main routes. The first is study: you completed ten academic years of schooling in institutions inside the region. The second is residence: you, or your parents, have been ordinarily resident in the region, shown through domicile and residence records. The government order behind 371(j) sets the exact tests, and a few narrower routes exist too.
Here is the practical advice: do not argue your own case from memory. The Assistant Commissioner’s office applies the official tests when it decides your certificate. If the office issues it, you are eligible. If it does not, no amount of self-classification helps at counselling.
The certificate that carries the claim
Your entire 371(j) claim lives in one document: the eligibility certificate issued by the Assistant Commissioner of your area. You can apply through the Nadakacheri portal or directly at the office. It is routinely the slowest document in the whole counselling file, because it has its own verification process before it is issued.
So start it first, before anything else. Then make the claim in your application, and carry the original when documents are checked. How it plays out in option entry and allotment
Once your claim is verified, you do not choose between pools during option entry. You fill your college list the normal way, and the software considers you for every pool you are entitled to — the general seats, your category seats, and the 371(j) seats, inside and outside the region. The allotment result then shows which seat type you actually got.
This is why a valid 371(j) claim can never hurt you. You still compete for every seat a non-claimant competes for. The claim only adds doors; it closes none.
Cutoffs differ by seat type, sometimes by a lot. The same college can close at one rank for the regular pool and a different rank for the Kalyana Karnataka pool. Mistakes that cost real seats
- Applying for the certificate late. It is the slowest document to obtain. Students who start after the exam often chase it while counselling deadlines run.
- Skipping the claim in the application. If the claim is not made where the form asks for it, the certificate alone cannot rescue it later.
- Treating the quota as a guaranteed seat. It improves your odds. It does not remove competition — other local candidates hold the same claim.
- Confusing seat type with category. They are separate columns in the cutoff files. Read both when you study last year’s closing ranks.
- Building an option list only inside the region. Your claim also covers the small pool outside it. List the outside colleges you actually want too.
The honest summary
PGCET 2026 counselling is running right now, so if you hold a certificate, make sure your claim is in place, and read every allotment against your seat type. If your certificate never got made this year, that is a lesson for the next attempt, not a reason to quit — PGCET comes around every year, and the claim will still be yours.
